In July 2021, the European Commission proposed an extension of the EU Emissions Trading System (ETS) to new sectors, namely road transport and buildings. To tackle the social impacts of the new climate policy, which is of primary concern to CEE countries, the EC also proposed to set up a new Social Climate Fund funded by the new ETS revenues. The Czech Presidency will play a key role in negotiating the final version of the policy. Which criteria have to be met to make the EU ETS2 socially fair and effective? How to maximize emissions reductions while minimizing negative social impacts on low-income households? What implications will EU ETS2 have on other climate and energy policies?
